I encountered this error working with ssh commands on a Citrix Netscaler in Helsinki when configuring the pattern for ServiceMapping. I was getting this error when I ran even the simplest commands. We could see on the load balancer that the user was being authenticated, and we even ran the commands as the user without problems.

Therefore, I knew the credentials were correct and as there was an IP Affinity for the credential, this wasn’t the problem either.

Talking to support, we changed the credential from SSH Private Key to a simple username and password, and bingo! We were able to run ssh commands.

To support the SSH PK, we needed to upgrade the JAR files on the MID server with JAR files from a newer ServiceNow installation (Jakarta).
